Let cool until lukewarm. Stir together the butterscotch chips sweetened condensed milk and salt in a large microwave safe mixing bowl. Pour the mixture into the prepared pan. Grease an 8 1 4x4 1 2 loaf pan. In a large saucepan combine the sugar milk salt and remaining 2 tablespoons butter.
